COVID-19 Vax Pass Update

2021-10-08

CPHO has clarified a few items.

The CPHO and Charlottetown facilities have released some clarifications on Vax Pass protocols. Please review the following. As always, please continue to check our COVID-19 information page regularly for updates and for rink-specific protocols.

  • All organized sport and recreation activities are considered Vax Pass events, even though participants 18 years of age and under are exempt from showing their Vax Pass. This includes training, practices, and games.
  • Participants, athletes 19 years of age and older, as well as, coaches, program leaders, volunteers, etc. must be fully vaccinated and show a Vax Pass to enter a Charlottetown rink (Bell Aliant Centre, Simmons, Cody Banks, Eastlink Centre).
  • On-ice groups made up of participants 18 and under, as well as referees and officials, are exempt from requiring proof of vaccination.
  • If the on-ice group is a combination of participants over and under 19 years old, all participants must show a Vax Pass [shouldn't be applicable to CMHA, but here for reference].
  • Spectators 12 and older must show proof of vaccination. A government ID is also required for those 19 and older (note: there is a 3-month grace period for those who just turned 12). Children under 12 are exempt.
  • User groups [individual teams/ice times] will be responsible for completing pre-screening and Vax Pass verification for the on-ice cohort and the spectator cohort[s].
  • Until the QR code app is released, the Vax Pass is actually just proof of vaccination (you can get this here) and a valid government photo ID.
  • The PEI Pass is not considered acceptable proof of vaccination.
  • Contact tracing is not required at Vax Pass events.
  • An team may implement a system where the patron provides proof of vaccination that is verified and signed by both the patron and the verifier. This can be kept on file and used during subsequent visits. The team can not keep a record of the proof of vaccination, simply a record that it has been presented, observed, and verified.
    • This document would be placed in a binder that must be on site each time the team is using a facility. As spectators enter, they would only be required to indicate who they are (with ID required) and the Vax Pass checker only needs to verify the team record that a Vax Pass has been previously verified. For those attending the first time or who have not consented to the team keeping a record, they would be required to show the Vax Pass each time they attend the facility.
    • All specators should continue to bring proof of vaccination to each event in the case that the signed consent form is not on site.
    • Example:
  • Any person 19 years of age or older who is not fully vaccinated or has not been given a medical exemption will not be allowed in the arena. There is no exception to this rule. Please respect the policy put forth by the CPHO and do not attempt to enter either arena without being fully vaccinated. There will be zero tolerance for anyone attempting to enter the arenas without being fully vaccinated. Volunteers and/or arena staff will not engage in discussions/arguments regarding vaccination status. If you cannot provide proof that you are fully vaccinated or proof of a medical exemption then you are not allowed in the arenas. The policy is very clear and leaves no room for interpretation.
  • As stressed by CPHO, we do not expect anyone to get in a physical altercation with someone refusing to comply. If there is a combative individual demanding to get into your ice time please report them to your organization immediately. The organization can then report them to the CPHO and to the facility. If the individuals are abusive and/or repeat offenders then a No Trespass Order will be issued for the remainder of the season.
